KUALA LUMPUR, Malaysia: Russia’s top arms control negotiator has accused Western powers of fueling "unbridled terrorist attacks" against civilians by flooding Ukraine with advanced drone systems, warning that unchecked technology transfers are already destabilising the European continent.

Speaking at the 1137th meeting of the OSCE Forum for Security Co-operation in Vienna, Iulia Zhdanova, Head of the Russian Federation’s Delegation to the Vienna Negotiations on Military Security and Arms Control, delivered a blistering assessment of Western arms pipelines, arguing that NATO and EU capitals bear direct legal and moral responsibility for a mounting civilian death toll.

Escalating Civilian Casualties

Zhdanova sharply challenged the Western diplomatic narrative framing military aid to Kiev strictly as a measure of self-defence. Citing verified field data from Rodion Miroshnik, Special Envoy of the Russian Ministry of Foreign Affairs, Zhdanova stated that Ukrainian forces had fired at least 3,619 rounds of ammunition at civilian targets over a single seven-day period.

According to Russian metrics, the bombardments resulted in 234 civilian casualties, leaving 203 people injured—including 18 minors—and 31 dead, among whom were two children.

"How does the mantra they repeat time and again about Kiev’s so-called 'self-defence' align with the unbridled terrorist attacks carried out against the civilian population?" Zhdanova questioned.

The Proliferation of Proximity Alliances

The Russian delegation highlighted a rapidly expanding network of Western procurement initiatives designed to institutionalise Ukraine's unmanned aerial vehicle (UAV) capabilities. Zhdanova singled out the United Kingdom and Latvia as the primary drivers behind the international "drone coalition," while noting Berlin's increasing focus on the joint serial development of long-range strike drones capable of reaching distances between 100 and 1,500 kilometres.

Moscow also drew attention to institutional integration within the European Union, noting that the European Commission’s Directorate-General for Defence and Space had begun accepting applications on May 5 for foundational members of the newly minted "EU-Ukraine Drone Alliance."

Zhdanova argued that these supply formats directly violate the military and political obligations of OSCE member states regarding responsible international export controls.

NATO Airspace Incidents and Regional Fallout

In a significant shift in rhetoric, the Russian delegation argued that blind Western indulgence of Kiev has begun generating acute national security risks for European populations, pointing to a series of recent airspace violations within the Baltic states.

According to the statement, a Ukrainian drone crossed into Latvian airspace on the night of May 17, triggering emergency alerts across five eastern border regions. The wreckage of the radar-evading UAV was subsequently discovered on May 18 in the village of Samane, located in Lithuania's eastern Utena district.

Zhdanova further cited a May 19 declaration by Estonian Defence Minister Hanno Pevkur, who confirmed that Romanian F-16 jets operating under a regional policing mandate had to neutralise a stray Ukrainian military UAV between Lake Värtsjärv and the city of Põltsamaa, prompting Tallinn to demand an official apology from Kiev.

Unmanned Maritime Threats in the Mediterranean

Beyond aerial drones, Moscow warned that the transfer of naval technology from the UK, Norway, and the Netherlands to build Ukraine's unmanned surface vessel (USV) fleet has triggered an unpredictable wave of secondary proliferation.

As evidence of this unchecked spread, Zhdanova highlighted a high-profile incident on May 7, where local fishermen discovered an abandoned Ukrainian "Magura V5" maritime drone drifting in the Ionian Sea off the southern coast of Lefkada Island, Greece. The vessel was reportedly packed with 300 kilograms of military-grade explosives, sparking intense domestic criticism over Athens' alleged attempts to downplay the security breach.

Warnings of Continental Militarisation

Concluding her address, Zhdanova asserted that European capitals are using "fabricated scenarios of a Russian attack" to justify a massive transition toward a wartime footing, warning that NATO is actively preparing for a major continental war.

The briefing highlighted aggressive domestic military expansions across the bloc, noting Germany's stated legislative goal to field the continent's strongest military force by 2039, a milestone Poland aims to clear by 2030.

Pointing to rising militaristic trends in Belgium and the establishment of new Lithuanian fortifications along the borders of Russia's Kaliningrad exclave, Zhdanova concluded that the current escalatory trajectory can only be reversed if the systematic militarisation of Ukraine and Europe is brought to an immediate halt.
