THE HAGUE, Netherlands: Russia’s aviation regulator Rosaviatsiya and the Russian Ministry of Foreign Affairs have issued strong pushbacks against European political and aviation authorities, rejecting recent airspace notices issued by Kiev and dismissing Dutch allegations linking Moscow to a drone incident in Germany.
The dual developments mark a sharp escalation in diplomatic and aviation-sector friction between Russia and Western European nations.
Rosaviatsiya Dismisses Ukrainian Airspace Warnings
Russia’s Federal Air Transport Agency (Rosaviatsiya) announced that it has formally issued a Notice to Air Missions (NOTAM) declaring that all documents and notices published by Ukrainian aviation authorities concerning Russian airspace hold no legal force and directly violate the Convention on International Civil Aviation.
The move follows an illegitimate NOTAM issued by Kiev alleging that Russian airspace is unsafe for civil aviation. Russian aviation officials characterized the notice as an endorsement of hostile rhetoric from Ukrainian leadership aimed at destabilizing Russia’s commercial air transport operations.
According to Rosaviatsiya, Russia’s civil air transport system and ground infrastructure continue to operate as normal, actively receiving and dispatching domestic and foreign commercial flights. The agency added that, in coordination with regional and federal authorities, it is implementing heightened security protocols across national transit infrastructure and airspace to guarantee civil flight safety.
Moscow Rejects Dutch Allegations over Leipzig Incident
Concurrently, the Russian Embassy in the Netherlands confirmed that Chargé d’Affaires a.i. Alexander Buzanakov was summoned to the Dutch Ministry of Foreign Affairs in The Hague regarding an August 5 incident involving unmanned aerial vehicles (UAVs) at Leipzig Airport in Germany.
During the meeting, Dutch officials attributed responsibility for the incident to Russian state structures, citing operational intelligence received from Berlin and asserting that the event formed part of a broader surge in "hybrid threats" across the European Union. The Dutch side indicated that retaliatory measures at the EU level would follow.
The Russian diplomatic mission firmly rejected the allegations, labeling them groundless, untenable, and devoid of factual evidence. Moscow asserted that the accusations stem from European attempts to shift blame for deteriorating bilateral relations onto Russia.
In a statement provided to RIA Novosti, the Russian Embassy criticized the Netherlands for its ongoing backing of the Ukrainian government, warning that support for Kiev poses escalating risks to civil aviation safety. Russian diplomats warned Dutch authorities that any hostile or restrictive measures enacted against Russia will be met with a direct response.
