KUALA LUMPUR,Malaysia--The Coalition for Clean and Fair Election (BERSIH 2.0) welcomes the joint statement between the Prime Minister and Opposition Leaders to calm the country's political temperature as well as finding common ground to bring the country out of the COVID-19 pandemic.
The statement was issued by Prime Minister YAB Dato 'Sri Ismail Sabri, Opposition Leader and Parti Keadilan Rakyat (Keadilan) President Dato' Seri Anwar Ibrahim, Parti Amanah Negara (Amanah) President YB Mohamad bin Sabu and Democratic Action Party (DAP) Secretary General YB Lim Guan Eng.
In the joint statement, the opposition leaders and the PM agreed to work together to strengthen the functions of Parliament, independence of the judiciary, institutional reform and good governance to provide more conducive conditions for the people.
BERSIH 2.0 commended the steps initiated by both the government and the opposition to focus their energy in fighting the COVID-19 pandemic, revive the country’s economy and reform the institutions for political stability.
In the joint statement, the opposition leaders and the PM agreed to work together to strengthen the functions of Parliament, independence of the judiciary, institutional reform and good governance to provide more conducive conditions for the people.
BERSIH 2.0 commended the steps initiated by both the government and the opposition to focus their energy in fighting the COVID-19 pandemic, revive the country’s economy and reform the institutions for political stability.
The understanding and agreement reached should be immediately discussed in depth and formalized with signed CSAs and jointly announced to the public to ensure transparency and accountability of the terms agreed. There should also be a timeline for the fulfillment of these reforms.
The PM should also similarly invite other parties and independent MPs in opposition to discuss on common grounds, as well as to sign inter-party agreements among his own supporting parties and MPs. This would ensure political stability and gives meaning and substance to the PM's slogan of "Keluarga Malaysia."
BERSIH 2.0 once again would like to propose 10 points to the government and the opposition, that can be implemented to achieve political stability, institutional reform and better and inclusive governance.
10-Point Cross-Party Peace Plan:
1. A tripartite Federal-State Council (FSC) on Health and Economy with representatives of the Federal Government, Federal Opposition and 13 State Governments, assisted by experts in State services and society.
2. Term limit for Prime Minister.
3. A Cabinet Manual that supplements the Federal Constitution.
4. Parliamentary reform to strengthen the role of Parliament.
5. Reform of AGC , MACC, and IRB, to end selective prosecution and conflict of interest.
6. Immediate implementation of UNDI18, Automatic Voter Registration, expansion of absentee voting for out-of-region voters.
7. Enactment of a Political Financing Act.
8. Place the registration and regulating of political parties under EC instead of the ROS.
9. Start groundworks for these medium-term reforms:
a. A Recall of Member Parliament Act to deal with party-hopping.
b. Introduction of Closed List Proportional Representation (CLPR).
c. The re-organisation of the Election Commission.
10. A Fixed Term Parliament Act.
